Vice Minister for Foreign Affairs informed me
verbally today in reply to my verbal enquiry of
December 23rd that Japanese Government did not admit
validity of mandate of May 5th and would take cuch
measures as seemed appropriate to defend their rights
if the latter were infringed. Nature of those
measures and desire to co-operate would depend on
circumstances attending the infringement,
